A vaccination certificate from outside the EU can be used to travel to the Netherlands if it meets the conditions.
If you are a non-European citizen and you want to travel to the Netherlands, we strongly recommend that you print out your vaccination certificate and take it with you.
It now seems to be the case that this certificate cannot be used to gain access to, for example, events and the hospitality industry. For this, people can get tested for free.
